Actually, you're asking a question that has two answers. I agree that a "roll bar" is a part of a roll cage (which is important IF you're going to turn your car upside down), but you might also be referring to an "anti-roll" bar, which is part of the front and/or rear suspension on a car.
The purpose of the anti-roll bar (sometimes incorrectly referred to as a "roll" bar), is to keep the car from leaning when you're making a turn. Generally the term "roll bar" does refer to the roll-over protection, but there is also the secondary usage, which I have mentioned.
A good (anti) roll-bar will negate the necessity of a (cahe) roll-bar (since the car probably won't roll over when there is a suspension roll-bar in place). Hope I haven't confused you too much!

A roll cage is a specially constructed frame built in or around the cab of a vehicle to protect the occupants from being injured in an accident, particularly in the event of a roll-over. Roll cages extend in front of the driver, next to the A-pillar, to provide as much high-speed protection as possible in a coupé. A newer form of rollover protect is deployable roll hoops that are normally hidden within the body of a car. When sensors detect an imminent rollover, the roll hoops quickly extend and lock in place. Cars that have a deployable rollover protection system include the Peugeot 307 CC [1], Mercedes-Benz SL 500, and Jaguar XK [2].

Ever seen a jeep with it's top off and seen the big black bar the goes across the top? That's a roll bar. It's in case the car rolls over, it would keep the weight of the car off the passengers.

A roll bar is constructed out of 2.5 in.pipe and shaped like the top of your cars roof,so in a roll over the driver hopefully will not be injured.Used in auto races.

its a bar and it goes in all around the back seat and then theres a bar that seperates the back from the front and its mostly for cars that race and stuff and i think its supposed to help if there's an accident
