My dashboard light comes on every once in a while and then the car feels like its lost a little control. The light is a picture of a car with 2 streaky lines behind it. In the manual it says slippery light. What is that? And why is it happening?

Your toyota prius has traction control, and the slippery light comes on to let you know that the vehicle's traction control has been activated due to slick road conditions, or if you press down hard enough on the accelerator the wheels may break traction for a split second causing the traction control to activate.

that is probably your traction control kicking in for when the roads are snow covered or if it looses traction when it is wet, you might have some kind of a short if it is kicking on and off for no reason at all, take it to the dealer and get it checked out.
