At your age, I would have to say an XBox. This is assuming a few things:
1) You live at home, and your parents have a landline.
2) Most or all of the friends you would call live in the same area code.
3) You have relatively open access to a phone.
If the above three are true, I would say the XBox because you aren't driving yet, and I assume neither are your friends. A cell phone not only has upfront costs, but also monthly costs - and when you go out, do you really want your time talking on a phone? There are still pay phones around, and at 50 cents a call that's a lot cheaper than 30 dollars a month. The XBox will still be around when you are able to drive and start going out more on your own - (at least places that aren't within biking or walking distance, again the assumptions here..). So if you wait to get a cell phone until it's really useful, it'll essentially be like you got both.

Split the 360 with brother. With the 360, it's a 1 time fee (if you exclude XBL), but with a cell phone, you have to buy the phone, anywhere from free to several hundred dollars, depending on the phone, then you have to pay the month fee, and if you overuse your minutes, then you pay a pretty hefty fee, and you're under contract for at least a year. Also for cell phones, once you buy it, a newer and better model will come along in a few months, but the 360's lifespan is probably good for another 4 years.
Downside to sharing the 360 with your brother is that he may be a 360 hog, so if I were you, I would draw up a contract about how the play time should be split between the two of you. I would also include games in the contract, such as whether or not he can play with it if you bought it. Same games only have 1 save slot, so you can't really share playing the game.

well, as a senior in high school...while XBoxes are entertaining, cell phones are amazingly useful. So I'd go with cell phone.
