My girlfriend wants to be a promotional model... like at the NASCAR races chewing tobacco companies will have hot chicks pass out samples and collect consumer information... or at bars Miller light has girls passing out promotinal items. How would she get a job like that?

Most promotional models get work through a talent agency. A good place to start is to actually go to a showroom event in your area and ask the working models which agency they were booked through.
Companies rarely keep promotional models as staff. They almost always outsource to agencies.
