i want to mess with my dad's head and shutdown his laptop without warning and also have it shutdown our family's desktop computer.
i know that the only way to do it is through dos.

i want to do it from my computer which is upstairs in my room. so it can shutdown the other computers simotaniously.

Use the "shutdown -s" command to shut it down and power it off and use "shutdown -r" to reboot. If you decide to be nice to your dad's head, wait until the last second and type "shutdown -a" to abort. I'll leave it to you to script the commands and/or set timers, do it over the network, etc...
