If they aren't repeating, then just place them over 10, 100, 1000, etc. matching the number of zeroes to the number of decimal places.
So .25 becomes 25/100
When you reduce it, it becomes 1/4
So 0.25 = 1/4
Here's another example:
0.375 = 375/1000 (notice three places equals three zeroes in 1000).
Dividing top and bottom by 125:
375/1000 = 3/8
So 0.375 = 3/8
Final example:
0.0625
625 / 10000 (remember four decimal places, not three)
Divide top and bottom by 625
625 / 10000 = 1/16
So 0.0625 = 1/16

The decimal .25 is read (25, 100's)
So you write 25/100 and than factor out all common factors from the numerator and the denominator
25/100 = (5 x 5) / (5 x 5) x 4 the (5 x 5)'s cancel leaving you with 1 / 4
If the decimal was .375, you would read it as (375, 1000's)
375/1000 reduces to (5 x 5 x 5) x 3 / (5 x 5 x 5) x 8 the (5 x 5 x 5)'s cancel leaving you with 3/8
The key obviously is reading the decimal place, so's to know what multiple of 10 to divide by.

decimals are always factors of 10. in other words you start with 10 on the bottom of the fraction with a single digit decimal .1=1/10,
.3 =3/10 ect. for every digit you add to the top number, add a 0 to the bottom number. .33 =33/100, .125 =125/1000, ect. then you reduce the fraction to the smallest numbers on bottom and top that you can. 250/1000 =125/500=25 /100=5/20=1/4 .

So, for .25, it would be 100 (2 zero's because its 2 decimals out)
take the number and put it over what you come up with, so 25/100
.025 would be 25/1000 and so on
from there you reduce it down

If you know what the number 0.25 is actually called, it helps a lot. For example, 0.25 is not "zero point two five" as many people say it. 0.25 is "twenty five hundredths". That should tell you that the fraction form is 25/100 (also pronounced "twenty five hundredths"). Then, you can reduce if necessary. Here is a list:
