If a person has "qualifications" then I am betting that they are more corrupt than a three dollar bill. I don't vote charisma either. I have a nice little checklist that I set up on my bulletin board.
Issues that are important to me.
The two candidates I prefer each have a column. If they vote against my important issues they get a 0. If they vote for my important issues they get a 1. The candidate with the most points at the end of the day, gets my vote.

I am going to bet you $10 to a dime, that most of these people here just lied when answering this question. why? because over half of America votes on neither charisma, or qualifications. we vote on who is made to look like the biggest hero through photo-ops and spending $100 million on a 3-4 hundred thousand dollar a year job.
realistically speaking, we vote for the most dramatic person, not for the mos qualified, or the most charismatic.
yes charisma, goes along with being dramatic, but it isn't mandatory. just being able to follow the script, that your public relations specialist gives, is enough for a majority of America.
want proof?? how many of our past presidents have been movie stars? how many of them starred in a dramatic roll in real life.
the person who is going to be the next president doesn't have near the qualifications as anyone before him, but he'll pull it off for a few reasons.
-he played up to president bush so he'll look good to bushies
-he waved a flag all through the september 11th photo-ops, but probably did absolutely nothing heroic.
-he has charactaristics that plays up to liberals
-dramatizes everything to stay in the eye of the media
when he does, he'll be making decisions based on what his PR specialist tell him so he'll get re-elected, nothing more.
I myself, follow Ri's line of thinking. if they support the issues that most concern me, then they'll get my vote, if they don't, they'll get bashed clear up until election day qualification and charisma or not!.

I'd like someone who shares my policy beliefs and who has the charisma to get them made into law. I'm not really sure about qualifications. I guess I just want someone who is smart and able to lead.
I like Bush's policies, but I don't think he is charismatic or eloquent enough to get dissenters to support him. On the flip side, I like Barrack Obama's charisma, but probably don't agree with his policy views. I'd rather have good policy and bad charisma, then the other way around though.

Both. Qualifications are important, but after a stuttering, sputtering uncouth president like Bush, we need someone with charisma, to give other world leaders more confidence in the USA and a better representation of our people.

Knowledge of the Constitution and a thorough understanding of how often the document has been misinterpreted. Thus I need the qualifications more than the charisma. But I have a very specific idea of what are the qualifications I am talking about.

230 years ago, this country got rid of a king, now we have King George making his own laws without regard to the Constitution or due process of law.
Is this "being qualified"? if so, I'll vote for a WWF wrestler.
Get rid of "qualified" people, who have no interest in the public security, common good, and cant see the future past the next payoff from a lobbyist.

I watched all the Democratic primaries last election and it made
my hair stand on end. Many intelligent Democrats didnt bother
to run and the ones that did, seemed to me to be a bunch of
clowns, except for Joe Lieberman, but he is really a republican
in disguise. I have more hope for the next election -
Barak Obama against John McCain.

Charisma. His role is to LEAD, and for that you need Charisma.
Qualifications is what you require to MANAGE.
A good leader hires good managers beneath him.
On the other hand, he doesn't need to be an ignorant.
