Maine holds the Eastern-most location in the US it would see the sun-rise first.
Now if the question was piece of United States Land see's sun-rise first, it would be Guam on the other side of the International Date Line.

Above the Arctic circle, Alaska has 24 hour days. So, the answer is Alaska at certain times of the year.
In the lower 48 states, the east coast of Maine is possibly always first. I determined this using the following site:

I compared the sunrise times for Miami with Eastport, Maine, getting the latitude and longitude for Eastport from Google. On December 21, the sunrise times are virtually the same. The further the day is from December 21, however, the greater the difference will be in the sunrise times, since Maine has longer Summer days, being further north.
So, in the lower 48, Maine usually (maybe always) sees the sun first, the only exceptions coming around December 21. However, if you include Alaska, above the Arctic circle there will be sun all day on June 21, while the most northern parts of Alaska will even have over two months of continuous sunlight.

Queensland, Australia.
Australia is the first country (which has states) in the world, to see the sun rise each day, and Queensland is the first state in Australia to see the sunrise. New Zealand sees the sunrise before Australia, however New Zealand does not have states.

Depending on season it's Maine (Mount Kathadin), but in the summer the sun never sets on Alaska. In midwinter everything from Florida to Maine has sunrise around the same time. Florida has it a few minutes earlier than Maine on Dec 21st, but it's also flat, so it might still Maine, as Maine has mountains.

As people have already said, Maine is the eastern-most state in the U.S. I tend to think Florida would see the sun rise just seconds before because they are closer to the equator. The difference would be so small, it would nearly be impossible to determine with the human eye.

Robert (below)- Actually,part of The Aleutian Islands in Alaska are the easternmost point in the continental USA. Due to the location of the International dateline, however, it isn't the first point in the USA to see sunrise. confusing, hunh?
