you have multiple questions in one shot! do we have multiple options to answer! here are a few--a) who is happy and unhappy is irrelevant now -- a leader of a country that abused his power is gone --forever, that is an important fact. b) humanity at large records a sad page in its "powerful vs. the not so powerful" since Saddam was responsible to tens of thousands deaths. This fact has not sunk in "in the psyche of people" since those deaths happened far away from our homelands. It must be understood that humanity is tied and we have more bounds that put us together than differences that separate us. Case closed let's turn the chapter.

Westerners are glad because Saddam was responsible for at least 300,000 murders of his own citizens, plus a government policy of torture. This kind of leader is considered an enemy of humanity, in the West.
Many of us are also glad because we know he supported international terrorism, for instance the suicide bombers of Palestine. (Those are Shia, by the way; Saddam could transcend religious denominations.)

I think some people are rejoicing because of the end of an evil force in the world. The feeling that "justice has been done" leads to elation. Personally, I can't be happy for any person's death, but I am very glad that he can't commit anymore atrocities.
