So, I'm 13, and my cup size is 36B, and I am done with puberty. I think they are waaay too big. I wish they were smaller. Is there any way to make them smaller? I doubt it without having surgery.

You still have some overall growth to do and you will grow into your breasts. Don't judge yet, wait a few years and, in the meantime, learn to use the power of what you have there. Those can be potent weapons to teenage boys.

their not too big when i was 14 i was 36c.

if you slim down (get thinner) then they will go down.
