Wow, I actually lived in Ichihara city. Ichihara covers a lot of space in Chiba prefecture so how to get there would depend on exactly what part of ichihara you are going to.

If you are going somewhere like Goi, then you'd have to take the sobu line to Chiba station (about 40 minutes, I believe) and then change to the uchibo line (about 20 mintues to Goi). This might cost you about 6-700 yen, though that's a guess.

If you are like me and going to Chiharadai, that would be on a different train system. It's on the keisei lines, not the JR lines.
Keisei goes from Narita to Tsudanuma, then you'd change and go to Chiharadai. (Maybe about an hour or so total) This way might cost you about 1000 yen.

Ichihara is quite boring. Good luck going there.

It's easy-take the JR Narita line from the basement of the airport to Chiba station. At Chiba transfer to the Uchibo line. It should take less than an hour and 1000 yen.
