The participants in most bowls are determined by conference affiliation. The Rose Bowl has a traditional matchup of the Pac-10 champion and the Big Ten champion. Since the Big Ten champ (Ohio State) is in the title game, they took the Big Ten second place team (Michigan). The Fiesta Bowl has a traditional matchup of a Big 12 team and an at-large team. The Orange Bowl's traditional matchup is the Big East champion vs. the ACC champion. The Sugar Bowl's traditional matchup is the SEC champ vs. an at-large team.

Most of the smaller bowls are also affiliated with a certain conference. For example, the Hawaii Bowl takes the second place team from the WAC vs. the 4th or 5th place team from the Pac-10. Or the Cotton Bowl pits a Big 12 team vs. an SEC team. Or the Outback Bowl in Tampa goes with SEC vs. Big Ten.

With 31 bowls this year, and 11 Division 1-A conferences, there were a lot of permutations of teams playing in bowls. Check out the list below for all the bowls.

It's the oldest with a total of 93 Rose Bowl games being played. It typically started as an East coast vs West Coast thing and evolved into the Winner of the Pacific Ten conference vs the winner of the Big Ten conference. Then came the BCS which involves three other bowl games and they rotate each year for the National championship. So in theory it is every 4 years

Sugar Bowl:

#1 SEC vs. #1 Big East or an at-large

If a SEC team goes to the Title Game (ex. Florida), then it would be #2 SEC (ex. LSU).

Therefore, you have (#2 SEC) LSU vs. (at-large) Notre Dame

Rose Bowl:

#1 Big Ten vs. #1 Pac Ten

If a Big Ten team goes to the Title Game (ex. Ohio St.), then it would be #2 Big Ten (ex. Michigan).

Therefore, you have (#2 Big Ten) Michigan vs. (#1 Pac Ten) USC

The Rose and Sugar Bowls are all in the same except when it's their turn to host the "National Title" game.

well, every year there is a different bowl that is determined as the "super bowl" of college football.

like one year the best bowl could be called the cotton bowl, and the next year it would be called the fiesta bowl.

and usually the top 2 best teams in college football go to the biggest bowl.

hope i could help :)
