iPaq runs ActiveSync, essentially a Microsoft/Windows branded version of HotSync, HotSync is the same thing for Palm PDAs, not for iPaq.
And yes for getting extra programs onto the device, while Palm machines can essentially bypass using HotSync entirely; the same cannot be said for a Windows Mobile machine unless you are good at hacking the machine and figure out how self-installation could work.
