How i can find a person , Even his home from where he is online by using his IP adress ?

Use an IP locator program and trace the IP address to the ISP he uses. Then go to his town and get a court order requiring the ISP to provide you with his address.

You can not find a person's address, or name by using ther IP address. You can find out what city, or what city he is close to by tracking the IP address, but that will only show you where the ISP center is.(Most of the time, your in the same same as the center your connected to, or at least close to it)
