You learn at home at your own pace and when you are free to do it. You don't attend classes. Assignments are submitted by e-mail or regular mail. The Internet is a big part of it, as you can use it to do research, and communicate with the teacher and other students. It is an excellent route for an independent learner who does not need the reinforcement and motivation and contact with real people in a real classroom.

It means that you have contact with your teacher via computer. Your assignments are posted on line. You may or may not have personal meetings depending on the program. In this way you may be able to get your education from a school that is too far away to attend on a regular basis.
