Will the tile cutter work the same on all surfaces and is the adhesive the same ?

I assume since you made reference to a tile cutter, you are talking about these materials as a floor covering.

If you are talking about a tile cutter that simply scores the tile and then lets you apply pressure to break the tile. then nope this type of cutter is not for marble or granite. Those two need to be cut with a tile saw (water cooled). You can also cut the ceramic with one of these.

Ceramic is made from a slurry that is dried and fired --- it is man made.
Granite and Marble are not man made and have a grain, that is to say they have weak points or points that are harder than other parts, when they break they have a tendency to follow their own route or path of least resistance, where ceramic does not, scoring it creates the path of least resistance so when you apply pressure it cracks or breaks following the score.

The adhesive for all three needs to be evenly spread so it will support the surface after it has dried or hardened. The adhesive for ceramic is often what is called thin set. it is like concrete mortar only it was made using a finer aggregate. Some people use this for marble and granite but not often. I would follow the mfg recommendations for adhesive, because the material has a warranty that may be voided if you do not.

A tile cutter will have a very hard time on granite or marble as they are usually around 1/4" or thicker (about 6.5 mm) whereas most tile is about 1/8 to 3/16 (3 or 4 mm). Tile is usually softer and more brittle than most hard rock. Adhesives are much the same, usually polymers these days.

Yes As you know it is $ vs $ vs$'s
Adhesive is same but tile cutter will not work properly on granite or marble. You need a tile (wet) saw for those.

very similar, depending on the manufacturer, and cutters work the same.
