Notes played on bass and standard electric guitar are in different octaves, so no, they are not the exact same note. Unless, that is, if your say playing on a 6 string bass and the high notes correspond with the same octave and note on the standard electric.

A bass-guitar has only 4 snares.
An Electric one has 6 or maybe even more.

De bass-guitar is normally used for the lower tones you hear in songs, but if you practice a lot you can make some good music with a bass.

If you want to learn to play guitar but you are not sure to choose either a bass or an electrical, choose the electrical. It's much easier to learn playing a bass-guitar if you already know how to play an electrical one.
