Legally, you can send free material in the mail (Bed Wetting brochures, etc). I had a cop tell me that after I got in trouble for sending paid subscriptions to somebody's house. It can be funny if you send the right stuff.
As far as decorating, it depends on how it's done. I've seen a picture of somebody's car that was completely covered with multi-colored post-it notes and it was pretty neat looking / funny.

If I were the recipient, I might find a mysterious pez dispenser in my mail funny, but if someone entered my house or yard while I was gone I would find it creepy. And if they "decorated" or left stuff ANYWHERE it would be frightening enough to involve the cops.
There are cards at Hallmark for "secret friend" that might be more appropriate.

Just be careful that it isn't mistaken as the activity of a psycho-nut stalker, but beyond that it sounds alright. In the case of mailing...
Be sure to use a bogus name and address, so don't use your own mailbox. The lettercarrier may not accept the item. Instead use a dropbox. For packages call ahead and find out which locations required ID to ship. Not that I've put much thought into covert mailings.

Decorating the house is overboard.
Sending weird things in the mail is fun though, depending on what.
I sent my sister a worn out tennis shoe once. I didn't put it in a box or anything, I just wrote my address on the bottom, paid postage at USPS and off it went. They delivered it.
I sent another friend a rubber ball with a nice note on it. Again, no box.
I bet you could have fun with this. A bowling ball would be fun, though expensive. A cinderblock or brick? A toilet seat?

As long as you don't send fingers and things, last time I did that the recipient didn't see the funny side and I spent the last ten years on the run from the FBI, honestly, some people just can't crack a smile can they?

Umm... Not so funny.
I wouldn't like people sending this stuff to me! And as for the decorating, that can probably be seen as an act of grafitti which isn't all too good eh? It's not good for you, and I'd imagine you friend would be pretty angry! I know I would be.
I think it's a bit too much, personally. Something that's not too permanent or troublesome; just a lighter touch would be fun.. I'd say you've gone too far.

It could be kind of funny. Be careful, though. It IS illegal to mail certain things. You can check with the post office. They've seen it all.

Sending gifts be they the joke type or not anonymously can be fun, but only if you don't cause this person any harm. For instance, if you know they have a crush on someone and they could misinterpret the gift coming from them it could cause embarrassment and humiliation should she then approach this person who doesn't even know she exists.
Decorating someones home for Valentines Day is a really nice idea.
