It was created by one of the very first Mega Stars. This star was super massive, burned very hot and very fast. Even though it had many hundreds of times more mass than our Sun, it burned through it's fuel much much faster. After that star went Super nova, the Black Hole that remained helped gather the dust clouds that became the rest of the Milky Way galaxy.
