Yeah, that ink level is just a page counter. Ignore it. Your printer will still print. take the cartridges out and put them back in, you should get a little warning that you have installed a new cartridge and you should align the printer.
If you have refilled the cartridges there is a way to get the ink level back, however it is long and intensive and doesn't always work. Just ignore the ink level, trust you eye. When you start to see fading change the cartridges.

Did you change all the cartridges?
Did you check the ink levels - each printer has its own way of letting you determine this.
My printer, which has a black, cyan, magenta, and yellow cartridge will not print if only one of these is empty.
Also, as another answerer asked - are you sure you removed the protective tape? Easy to forget - I did once.

did you change them for the genuine ones or non genuine? there is usually a chip on the genuine cartridges that is used to let the printer know the ink level and the non genuine ones don't all have it, which is part of the reason they are cheaper. it may be saying theyre empty because you need to reset it in your printers software application. or try the other answers too

Remove the cartridges, and make sure the protective strips are removed, then reinstall.

Other than the obvious, try printing anyway. The cart has a chip, likely the carts were 'refilled' but not reset.
