Nope. The Mythbusters actually did a segment on this.

Turning a light on and off hardly uses any electricity at all. It's always better to shut a light off when you leave a room.

No. That's an old wives tale. There's a brief surge for about 1/2 a second while the filament warms up, but you couldn't turn the light on and off fast enough to use more current than a constantly on light if you tried.

the rate of electricity being consumed (regardless of wattage bulb) versus turning the light off and on in a room over any given period of time is greater than turning the light on or off. In short, turning it off and on doesn't waste more energy than keeping it on consistency.

When an incandenscant light is first turned on, there is a very short surge that heats up the filament. But in general, no, turn it off to save power.

when you turning on, It will may need a little bit more energy to burn the core to lighten up. But the difference is not much, so we may assume that it is the same as the energy we provide to keep it on

A hot bulb (one that has been on) has a lower resistance, thereby drawing more current and using more energy.

No, when the circuit is broken, the energy stops, and when reconnected, uses no more than an instan's worth.
