Repetition in human history is all about macro tendencies in human behavior.
Cosmic history is so far outside of human history as to not be at all comparable.
The human time scale is about 100,000 years for biologically modern man, about 10,000 since the dawn of agriculture.
The earth is about 5 billion years old, and the universe probably 15 billion years old. In other words, humans have been around for about 7 one-millionths of the age of the universe...hardly enough time to formulate a metaphorical comparison of historical repetition.
Also, the gist of the Big Bang is that all-that-exists came into being from nothing. There *is* no metaphor in history from such a phenomenon.

if you are talking 'human' history then definately 'yes'. Although you could argue that the advent of reliable data storage and retrieval that computers have introduced may help prevent some mistakes being repeated - or at least make people reconsider the consequences of possible actions.
However, much of the human existence is driven by emotion rather than logic (just look at the stock market) and human psychology hasn't changed that much over the eons. We are still driven by greed, love, lust, fear and hope.
History of the universe? that is beyond the scope of human knowledge at this point.

Just look at President Lincoln and President Kennedy. There are countless examples of how history repeats itself between these two. Seriously.

another ice age may happen. the Earth is steadily warming and melting of pack ice,ice shelves are being destroyed, ice calving is more prominent. melting is warmer in the Arctic and in Antarctica. Polar bears, some sea whales, penguins, and sea lions may become extinct. Eskimos who depend on the ice for food is becoming worse because the sun is melting the ice andd exposing more dark areas which absorb the sun radiation . yes, history repeats itself every few million years.

Yes, that could be possible, but I think it is improbable.
Yes, history has a tendency to reaped itself, but future is like a function of 2 variables - past (or history) and present, thus, there are some differences... Somehow like if you tell a joke twice: at same joke people won't react the same.
