Even if your not going to use it alot, it's good to have in case of an emergency (a need to call 911) either on the road or anywhere else.

what for? you can answer this question yourself. I could tell why you need it, but really, it might not interest you. If you family, a job, go to school, then you might need so that people can get a hold of you. but if you indepent and are used to using payphones. then you shouldnt get one.
