There could be many reasons... it could be a hardware or a software problem... perhaps you could be more specific?
What kind of screen are you using? CRT or LCD?
Where you using a full screen program or is it just on your desktop?
Are the lines flickering or are they constantly there?

Assuming this is a laptop screen - some sort of pressure has caused this line. It won't go away. You will have to purchase a new LCD screen for the laptop and replace it.

most likely its a hardware problem.

1. check to make sure that your monitor is properly connected to the video card. try unpluggin it and plugging it back in and making sure the screws are screwed in firmly.

2. if u have one of those monitors from back in the days, check to see if it has vertical and horizontal tracking. if it does, play with those and see what happens.

3. check to see if you have anything on or around your computer that could b producing either rfi (radio frequency interference) or efi (electronic frequency interference)

4. swap out your video card to see if it still happens. if it does, your monitor is going bad. if it doesnt, its your graphics card.
