I'm curious if it is like that now I may re-join as I had a high level commando, and wanted to be a jedi.

I believe your existing character, done under the old ways, will have a respec kit when you log in. Just know that SWG is nothing like it used to be. Say goodbye to the innovative skill tree system. Now you pick one of 9 classes and get exp and advance just like any other MMORPG. Horrid, horrid rape of a truly unique system.
