For example, the Saddam Hussein hanging or 9/11... we didn't get the full videos unless we went online. Why is this?

Not only filtered but also biased, they show the videos of people jumping out of the twin towers and they can't show the video of Saddam execution..☺

The official video of Saddam's execution was released in partial form to the news media, and did not include the hanging.
The complete video was an unauthorized video taken with somebody's camera phone.
Many people think it is inappropriate to show the actual hanging on TV, where children may be watching unsupervised. I'm not sure, though; videos of both the Kennedy assassinations were played repeatedly on TV, and I don't remember anybody complaining about the fact.

Because there is a variety of audiences, some would take offense and not want to see such things. There are also children who's parents might not want them to watch. The also have policies and guidelines they have to follow. They always filter.
