Go to http://www.speedguide.com and run their Broadband Optimizer, and your speeds should be better. Hope this helps and Happy New Year

Download speeds? I am guessing you mean what it tells you the speed it is coming to you. This can be confusing as these numbers should be multiplied by 8 to give you a true account of what the packet transfer is.

Also remember, that anything you download is subject to how fast the server is that you are getting it from.

To check your broadband speed I suggest using a bandwidth meter go to www.2wire.com as they have a decent one, I would run the test 5 times to get a good average.

If the test comes back largely lower than your ISP has promised you then there may be a problem with the line or equipment and you should have them help you determine what is going on.

Go to a speedtest site like:
http://www.bandwidthplace.com/speedtest

Select your location and let it do a test. It will give you a pretty accurate indication of your network speed at any given time.

Remember that you're overall speed depends on the source you're downloading from too. The path the data has to travel to get from the source to your PC could be making a lot of hops before it reaches you. The more hops, the slower it's going to be. The site above tries to eliminate that when you select your location.
