What is the true extent of FEMA's power?

I've heard alot about what FEMA can do during an emergency - how far can it go?

FEMA has alot of power. I am friends with a past FEMA director. If anything he helped people in need too much. Of course he was in office during a Democrat administration. The Republicans don't care about people so FEMA seems weak now.
