Try http://www.openoffice.org -- They have the equivalent to many of Microsoft's Office programs. Their equivalent to Excel would be "Calculator". On Microsoft's website, you can download Excel templates (for free, I believe) that will help you manage your bills and others for balancing your budget, etc.

quick books is a very popular one that most people use. Its simple and inexpensive too. Also try peachtree accounting, but its also more complicated to use.
