I think more info's needed to figure out what's wrong with your goldfish- pet stores do a minimal check on the water, but what are they testing for? Ammonia, Nitrites, etc.?
How new is everything in the tank? Too new- could be a problem. Do you do regular water changes? Does he show any signs of disease? What are you feeding him? Did you use any kind of spray cleaner on the glass - like Windex, etc. (highly toxic to fish in minute quantities).
He's sick for some reason, and you need to figure out why if you want him to live (please don't flush him down the toilet unless he's fully dead, that's a cruel and slow way to die). Your best bet to start with is probably doing a water change of 25% every day, and maybe feed him something other than just flakes- blanched skinned peas, etc.
I had a goldfish with the same problem, and the cause was poor water quality. Goldfish are very messy and need their water changed frequently or else they will be miserable and sick all the time.
For good fish info, I use this website:

Good luck, hope you can do what you need to save your fish!

The water at the bottom of the tank is a little cooler that the upper layers. Try cooling the tank about 2 degrees and see if that makes a difference. Best of luck.

If it's a new fish then it's probaly in shock. Give it a week or so. I had these parrott fish that wouldn't come out from behind a rock for about 3 weeks when we got them.

He could probable be ill, some fish seem nice till some days later of having them. Is the water dealt with removed from the sink water? try examining him somewhat and notice what could be incorrect.

dont listen to the guy who said its dead, its obviously not or it would be at the top. Maybe that is just its personal preference, imagine the different feelings you could get from being so high or so low from or to the ground.
