1. It can be a safety issue - signifying affiliation with a gang or some other criminal element.
2. It can be a distraction - kids play with it, etc.
3. It can be a status symbol and some schools don't like kids parading wealth around.
4. It can be a respect thing. Old school way of doing business was no hats on allowed inside.
But most importantly: 5. It can be a way of kids hiding. A kid who pulls his hat down over his eyes is someone who I as a teacher can't make eye contact with, and thus it impedes the learning process. When he isn't looking at me, or able to, he might not be paying attention and therefore isn't learning, which means I'm not doing my job. Hence, though I don't tell kids to take their hats off, I will tell them to tilt them up.
Hoodie wearers, on the other hand, must have the hood down. That's a sight AND hearing issue, and that's too much blocking of learning for me.
Incidentally, for spelling's sake, it's "Why can't kids WEAR hats in school?"

Most schools enforce the wearing of hats outside especially in Australia. This is for health reasons. The weraing of hats inside may produce lice problems.

In the US, it is considered rude to wear a hat indoors. That's why they don't let kids wear them in class - because the majority of society considers it rude, and if their parents don't teach them that, supposedly it's the school's job.

One kid in my younger sister's class had the answers to a test on the underside of the brim on his hat. Maybe that's why?

In my town, we can wear them in High School. In middle school we cannot because teachers cant see our faces. My teacher last year said she would be fine if we could wear skullcaps, or backwards baseball caps.
