You can make frames out of virtually anything, so there you're only limited by your imagination, what you can find or afford, and how stiff you might need them to be. The frame can be one unit (with a hole in the middle, or the photo can be attached to the front of a solid "frame"), or it can be various pieces of things attached together with glue or tying or whatever. In this case, you'll need things that are larger or longer, or you'll need to put them together for each side of the frame.

I think the inexpensive purchased frames are fine for most things! You can also check out thrift stores as well as places like Walmart and drug stores, etc.
You can also buy fairly inexpensive "mattes" for frames from craft stores or framing stores...sometimes even from drug stores, etc., in smaller sizes.

We polymer clayers also "cover" purchased frames or even pieces of cardboard with polymer clay to make them decorative, but you could also "decoupage" or cover them with something else (or paint as suggested before). If you want to read more about that, check out this page:

DON'T go to the dollar store, they are CHEAP for a reason, because they ARE cheap.
A few people don't believe be about this short-funny-true-story-joke, but it's really true.

Well, you remember last year when the gas prices where around $3.56 a gallon? Well in my city, they have a sign on the dollar store that says "Everything's a $1.00 DOLLAR STORE Everthything's a $1.00"
Well, when the gas prices went up, the "Everything's a dollar sign" was taken down and changed to "Everything's $1.75 DOLLAR STORE Everything's $1.75"
Want to know why it changed to $1.75 at the same exact time the gas prices went up?

see, the reason why most people go to the expansive stores rather than the CHEAP ones, is because they don't want to keep buying the same thing over and over because it broke from the cheapness it was made from.
PLASTIC
who want's plastic picture frames?
make your own (if you are creative)
buy a few at a NICE place that sells them and decorate to your own style, hire somebody that WILL make you some really cool ones- work out the money deal on your own-
WHATEVER YOU DO, DO NOT GO TO THE DOLLAR STORE!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

I totally disagree with the person that raged on about the Dollar store. They do have some very cute frames, You could also go to Ikea and get their very inexpensive flat frames that are about 1 1/2" wide (of course I mean on all 4 sides). These you could wood burn a design on. You could deco page wrapping paper or scrapbook papers on, or you could paint in an accent color to match your room. They are wide enough to glue shells, beads, marbles, tiles or anything you can imagine.
P.S. When I say "Dollar Store", I am referring to the Dollar Tree stores.

How about garage/porch/yard sales, or local thrift shop.......they are a good source of inexpensive picture frames. I do a lot of crafty things and get a lot of frames that way. Then you can spray paint them, or embellish them anyway you want if the finish is not to your liking. Enjoy!!!

Ethan is right; make your own from popsicle sticks, or the wider craft sticks.
Or gather some thin sticks from the woods, tie them together, insert the picture, use a twine to hang it.
