On a standard English keyboard layout, you cannot do that. There are a few ways to get the characters, though...
There is a tool called Character Map which is in the System Tools folder of the Start Menu... you can pick accented characters using it. It lets you copy them and then you can paste them into wherever you want to use them.
Microsoft Word has its own symbol picker. Go into the Insert menu and click the Symbol item. Then double-click the character you want to insert.
If you have the keyboard layout set to a language that supports the accented characters, you might have accented characters on some of your keys, or you can sometimes type them using two-keystroke combinations. You will have to first press the accent key, then press the key you wish to have accented. For example, the German keyboard layout allows the ´, `, and ^ keys to be used as accent marks. It also has the ä, ö, and ü keys where the semicolon, apostrophe, and left square bracket keys are found on the English layout.

Its actually pretty easy once you get used to the program. Click on your start menu, then all programs, then accesories, then system tools, and finally character map.
It might be irritating but you can accomplish virtually any type of character or letter while typing

You can hold the Alt button on your keyboard and hit for example 164 and it will give you ñ. A list of these characters is available under Start>Accesories>System>Character Map. That should do it.
