i was told that my problem was because my hard drive is going bad,if that is the case can i fix this myself or do i need to take it in to be fixed?

It could be many problems:

1 - Power Issue
2 - A Virus
3 - Bad Hard Drive

Best option, find someone that knows what they are doing and have them look at it. Or take it somewhere.

You can give it a shot, but in order of repair:

1 - Scan your entire computer for a virus from boot up. Possibly need to get you hands on some kind of bootable virus scan on a CD. See if this finds any viruses, then see if it fixes the problem.

2 - See if you can insert your windows CD and try to boot from that, if you can, most likely it's not a power issue. Probably a windows issue, and potentially try repairing or re-installing windows. (Be careful, re-installing windows will delete all your data)

3 - If it won't boot from a windows CD, try replacing the hard drive and just seeing if it boots. If it boots, then the hard drive was the problem. If it still doesn't boot, put your old hard drive back in and then replace the power supply.

Test it with another hard drive but you may be dealing with a power supply problem..there cheap anyways, and easy to replace.
