When I bought the home and had it built 3 years ago the builder said there was a well behind the house but the water was contaminated and the city I live in get its water from canals. Last year they starting drilling 24/7 making tons of noise and my wife and I had to sleep with earplugs it was so bad. I called the city they said to call the water company they said it is a good well and a source of water for the city and there was nothing I could do. Ive even called the police for noise complaints but to no avail. the workers stopped for 6 months and we thought it was finally over and now there back working in this well installing pumps and making noise from 7am to 7pm every day and we get no peace and quiet. Is there an attorney or somebody out there the knows what I can do, this well is literally 40 to 50 feet from my house and these diesel rigs shake my house and the exhaust fumes prevent me from even going outside. Can I fight this and win? I dont want to move, am I just screwed?

you're screwed. most cities have a noise ordinance, but that only goes into effect after 9 pm or later. so i would suggest you just bide your time and wait til they are done. besides. the work they're doing may increase your property value!!

Here's what you have to do. Go to the city again ask them for copies of the work permits they issued to the Water company. If they refuse tell them you are making a noise complaint and want the the work stopped or the permits produced. If there are no permits the drilling is illegal and you can sue the water company and maybe the city and win big. If they had permits and stopped drilling for 6 months they may have lost their ability to start drilling again. You may have to go to the county or state level depending on who owns the land where the drilling is happening. The most important thing is to keep a detailed record of your efforts to resolve this and who you talked to. I dont think that there is anything you can do about it. People go through this all the time especially when the city begins working in sidewalks or fixing streets. As long as it is there property there is nothing to do. Since it is a city contracted company you will have a hard time suing or coming up with some kind of legal complaint.

If they are working from 7am-7pm then you are out of luck. You may try to get an injunction from the courts if you hire a lawyer, but you are probably wasting your time. It sounds like the city is working for the common good of the citizens and you will have to suffer the inconvenience; however, you may sue for monitary damages if vibrations, etc., cause structural damage.

Check your city's noise ordinances. However, usually it's 7:00 AM to 8:00 PM.

7 am to 7 pm you are screwed. It's normal working hours for construction so you will just have to learn to live with it or try to get out during the next 6 month hiatus.

Stop being a Sally. Its not a battle you can win.You want safe water right??? If they are building the pump house and installing pumps, it wont be to long till they are finished. Suck it up and quit whining.(we can work till 9 if you would like).
