Depends on the activity, holding hands and kissing at 12 is alright, (if you can find a boy that age that is willing), making babies, or risking that, before 18 is a bad idea simply because of legal issues in most states. At least both parties should be of the same age, not an older than 18 year old preying on one younger, that is the law in most states. But it would be better if these people are in control of their reason and not overpowered by hormones so that they do harmful or illegal acts when they break up or cheat on each other, such as turning to drugs, alcohol or suicide or murder, true it only happens rarely, but once is one time too many. In the basic human animal instinct, because people used to start dying off in their 30's, they began breeding as soon as they were physically able, but the point is we have risen above animals (or so it's claimed). Because of the strict offense by government against religious instruction in morality demanded by liberals,, too many give into their urges without thought of future consequence, and people 18 or younger never think about life ten or twenty years down the road. It's a different world then when I was 18, there were STDs but no AIDs, people got abortions but they didn't march around carrying signs bragging about it, terrorism was someone hijacking a plane to Cuba, you could get a job and a mortgage without a college diploma, and people who worked didn't drive poorer looking vehicles than those who've learned how to milk the welfare system. I don't mean to sound negative on love, it's a wonderful thing, but it's not the same as physical lust or trying to prove who is more adult. Adults try to master the art of discretion, and the ability to resist temptation, things no one stresses to teenagers. If real love exists, it will survive the ages, it will be worth people waiting until they are adults at least in the legal sense of the word.

It really does depend. I was 13-ish (i think) when I got my first bf but we were basically just "friends with a title." I think it depends on the maturity of the 2 people dating, their grades (kids who are struggling in school shouldn't date because it will take away from their studies) and whether or not they have had "the sex talk." The only reason why I add the last part in is because if they don't know about all the bad things (such as pregnancies and STDs) they can get themselves into trouble. Most people though are mature enough to start dating at 16.
