John is the fourth book in the New Testament. It is one of the four gospels that is an historical account of the life of Jesus Christ. The verse is said to be an encapsulated version of the entire gospel.
John chapter 3, verse 16: "For God so loved the world that He gave His only begotten son, that whosoever believes in him shall not perish but shall have eternal life."
Break it down: People are fallen and separated from God because of original sin. God still loved man so much that He sent His only son (Jesus) to die on a cross and make salvation possible for people. (Salvation is spending eternity with God in Heaven...being saved from Hell.) If you believe in Jesus, that He died for your sins, and trust in Him that salvation isn't possible through any other means, then you will be saved.
I think the reason why people write that particular verse on signs and hold them up at games is because it's probably the most recognizable, most quoted verse ever. No need to write out the whole thing because so many people know how it reads. Hope this answers your question.
