yes, you can.

You need to build a connection between your cell phone and your pc. If they don't have an interface in common (Infrared, Bluetooth or wireless LAN), you will need to purchase an interface cable (specific for your phone type), or a "dongle" (a small device which you can stick into a port on your pc which enables the pc to make a blutooth or WLAN connection with other devices such as cell phones). In both cases, it shouldn't cost more than $15-20 for a no-name product. Then you can transfer the pictures from your phone to your pc using the software which vame with the phone (if you don't have it anymore, you can usually download it for free on the site of the firma which made your cell phone).

Before you purchase the needed device, you should consider one more point: when you wish to sell something on eBay, you should only use good pictures. On the other hand, the picture quality of cell phone cameras is often inferior to the quality of a picture made with a "real" digital camera, especially if your cell phone is an older model. If I were you, I wouldn't use pictures below 2 Megapixels. If you are not sure that the quality is good enough for you, and you have to invest in a cable or dongle before being able to build a connection between cell phone and PC, you should ask someone (for example here on yahoo answers) if they can provide you pictures made with the cell phone of the same model as yours, and then decide if you want to spend the money.
