Can I remove my existing CD ROM drive, and replace it with a new internal DVD ROM? Or, would I be better off just buying an external DVD ROM and hook it up through a USB port. What features should I be looking for in a DVD ROM?

It is very possible and easy to remove an existing CD ROM drive. Replacing it only takes a few minutes to do. Buying an external DVD ROM drive has it's pros but it also has its cons. Internal DVD ROM drives isn't portable but can usually be cheaper. Right now you can make your decision by looking at these few factors:
1. external DVD-ROM are more expensive
2 external DVD-ROM take less hassle to install
3. internal DVD-ROM are cheaper
4. internal DVD-ROM takes just a few more minutes and manual labor to install
5. external DVD-ROM are portable
6. internal DVD-ROM are not portable
7. speed varies for both so it is not an important part of your decision (even though the higher speed the better)

I'm not sure if you can replace your CD ROM drive with an internal DVD ROM. However, Features to look for would be the ability to play any kind of DVD. I don't use mine much, but it'll play some DVD's and not others, so be careful with that :)

It would be even better to just add the new DVD and leave the old CD in. Then you can keep two disks in at once and it makes it a lot easier to copy CDs. Good double layer DVD burners are pretty cheap now.

I would Replace the CD-ROM cause USB is slower than IDE or SATA (The internal connection)

Look for speed. The higher the ?X number the better! (ie 16X Write 8X Re-Write)
