you will never find a pichu in the wild.
in the safari zone, you can find wild pikachu
a female pikachu, when left in daycare with a male pokemon that it can breed with will leave you with an egg that eventually hatches into a pichu
if you can get a light ball (5% chance of a wild pikachu, in emerald - not sapphire, holding this item) and the female holds the light ball while in daycare/mating, the baby pichu will be born with the move "volt tackle" - there is no other way to get that move

get a boy and girl pikachu evolve one into riachu with a thunder stone then go to route 117 go inside daycare give the two, to the woman leave run away from daycare when you pass man at fence if he is standing in front of fence he will give you an egg and it should be a pichu
