Of those options, Aaliyah was the best hip hop singer. Though to be honest, Ciara and Rhianna pretty much suck. Ashanti is alright but she hasn't really come out with any big hits that display her talent, so she's kinda quiet about it.
But if you want to talk about hip hop singers, I think the two that run the show are Mary J. Blige, and the lesser known Jaguar Wright.
In my opinion, these two take almost anybody in the game.

Aaliyah has the best voice but Ciara is a far better entertainer than the others,

Well Rhianna can't sing so she's out.
Between Ashanti and Ciara i think Ciara is better.
Then Ciara and Aaliyah, I'll say Ciara.

Aaliyah,she is still the greatest,Ciara is garbage ,she can only sing low pitched songs,and Ashanti is garbage too,Rhianna is till new to me I'll let you know my comment on her another time.Those are my opinions.Points Please!!
