By definition, "removable" means you can take it out of one computer and use it in another.

Now if you're asking can it be used on both computers at the same time, the answer is perhaps...

There are a couple of ways to do that. The first requires that both computers are able to access each other on a network. Once that's done, you can share the device on the computer it's installed on and access it from the other.

If this is a USB device, you can also look at getting a USB Sharing device which will allow multiple computers to connect to a single USB device. I've tried one of these and found it to be OK, but if you have high access to the device, I wouldn't waste your time with this approach.
