Hair lasts almost forever. We have hair from the mummies. Victorians used to make elaborate ornaments from hair which were passed down through families.
The easiest way is to take a tiny lock and wrap it tightly with ribbon. (Don't use a rubber band, as these deteriorate over time, with exposure to oxygen. So you'll be left with hard, ugly bits of rubber stuck to the hair -- but not holding it -- after, say, 10 years.)
The place where I got my son's first haircut specializes in kids (AND first haircuts). They snipped a special lock and just slipped it in a tiny ziplock bag, which they mounted on a "certificate" (which included the date & a photo).

A small envelope will do the trick, or tape. You just need to keep it from wandering away, hair keeps marvelously on its own. I read that they even found a few hairs on the head of the mummy of King Tut, and that was thousands of years old!

I'm 27 and my mom still has my baby hair in my baby book. She just put it in a plastic baggy. It looks and feels like it was cut yesterday.

i am 41 and i still have the first hair that was cut from my head... it lasts a long time....mine was placed in an envelope, and stuck in a bible when i was less than 1 yr old

For a scrapbook, they make small plastic envelopes that are safe for the scrapbook, see through, and only need to be attached with a bit of adhesive. Tell her to check in her local scrapping store or ask someone there for them.

I have hair in a small ziploc bag from my now 12 yr old son's first haircut. It's still in perfect condition.

i just put tape over my childrens hair. if you want to touch it later just put 1 strip of tape. it keeps for a very long time.
