The authorities will generally crack down on the largest offenders, and it's usually the people that are SHARING copyrighted material. If you download music occasionally, they probably won't even notice you. But if you have 50,000 files on a folder that is open to the world and you have 500 concurrent connections downloading from your computer, they will take notice.

They may use packet sniffers or just monitor the downloads/uploads from your Internet connection. If they feel you're in serious violation, they'll probably slap you with a fine and possible jail time.

Here is some good information about laws regarding downloading music:

Authorities find out by using your IP address.
An IP address is a unique combination of nos. that is used to identify your computer on the network. The authorities can immediately know the location of the user and can track him.
The action they make take depends on where you are.

Well, you can be tracked down by your IP address at home. They will rarely track you down, unless you are a major player hosting files or something on a larger scale. dont worry.

ASCAP, BMI, all can tie together with the FBI, and the FBI has ways of tapping into the servers, and networks and literally see "who has what" on their hard drives. Most likely you will be prosecuted. Just lettin'ya know. :)
