As people have said, you need to contact him - not least 'cos you need to know whether he has any funding on the horizon for new projects, and if so whether any of those projects sound interesting to you - there's not much point starting a PhD that you don't find interesting, 'cos you'll need plenty of motivation if you're going to last to the end :) I can't remember what the drop-out rate is for PhDs here in the UK, but it's somewhere around 40% that haven't finished by the end of their 5 years.

He may be able to offer money from a "general" departmental fund for a research project you come up with yourself, although clearly he'd have to think it was worthwhile too.

Finally, if you're not expecting to start for at least 6 months you may be able to submit a research proposal with him for a project you (i.e. both of you, or more realistically "he", with you giving input) think up. Sometimes you can do it as a combination too, i.e. take funding from a generic budget for the first year and hope to get your own funding for the rest of the project.

Also have a look on his website - some lecturers list potential project titles there, which should give you an idea of whether you're likely to find anything interesting to do. Does it have to be that one Prof specifically? What about other lecturers in his research group? While we had some truly excellent profs at my uni, the best supervisors were usually the ones who didn't have a million other things to do in addition to dealing with their students.

Still, the main thing is you need to contact him. After all, one of his ongoing jobs is to acquire new postgrad students to do research for his group so he'll probably be more than happy to talk to you.
