How do I setup A FTP server

You need to (simpley) install FTP server software - filezilla is a good one, there are many others
note this needs to be the server not the client version of the software

Get one and run it. I'm assuming you're on windows? Take a look at Filezilla (http://filezilla.sourceforge.net/ ). They make both an FTP client as well as server. Just download the server, install, and follow directions.
