It was suggested by Hamilton, Madison, and Monroe in a series of newspaper editorials later published as The Federalist as a way to balance the opposing forces advocating a strong central, or Federal government versus those advocating a weak central government and strong state autonomy. The federalists feared a weak central government would lead to the dissolution of the union (such as what almost happened during the Civil War) while those opposed to it feared another monarchy.
