I'd suggest starting with beading and wire work--that end of the craft is relatively inexpensive and easy to get into. Most craft stores should have a section for it, which will include some books. Also, most decent sized cities will have a bead store somewhere, which will have better information than your big chains. If you'd like to start on the higher end, with actual metal working, many schools offer courses in jewelry and metalsmithing as part of the art department. That will be more expensive, especially once you start working in silver, but I've found it more rewarding.

"Jewelry making" is such a huge field that it's hard to suggest particular things without knowing more about what type of jewelry and materials appeal to you.
You might want to check out the Bead and Button message boards for starters maybe:
http://www.glassattic.com/polymer/wire.htm
And about.com has a bunch of jewelry info:
http://beadwork.about.com
(look in the left side navigation bar)
Or decide which types of jewelry or even beads you want to use (or to make), then do a web search using those words.
(Here are some pages at my site that deal with "jewelry making" though many of the beads used are those that are made with polymer clay... you might especially want to look on the Wire page because there are some basics there and more links for finding info about making jewelry:
http://glassattic.com/polymer/beads.htm
http://glassattic.com/polymer/jewelry.htm (necklaces,bracelets,earrings,hair,etc)
http://glassattic.com/polymer/pendants_cording.htm
http://glassattic.com/polymer/wire.htm
(...esp. the category on Basic Wire Shapes...)
(those "Jewelry" and "Pendants" pages also have info on cording possibilities you might be interested in)
