I have never heard that, but it varys by state..
In the United States, the driving age is determined by the state or territory, with the most common age being sixteen.
Effective January 1, 2006, a new law will increase driving restrictions for persons under the age of 18 who:
Are issued a provisional driver license (DL) on or after January 1, 2006, or
Already hold a provisional DL issued on or after January 1, 2005.
Provisional Driving Restrictions—You must be accompanied and supervised by a licensed parent, guardian or other licensed driver 25 years of age or older or a licensed or certified driving instructor when you:
Transport passengers under 20 years of age at any time, for the first twelve months.
Drive between 11 pm and 5 am for the first twelve months.
To determine if these restrictions apply to you, look at the date on your driver license. The date printed just to the left of your photograph is the date these restrictions begin. The new restrictions apply for 12 months following this date. For example: If the date on your license is May 7, 2005, you will have the above restrictions through May 7, 2006. Violation of either restriction can result in a fine and/or community service.
Persons under 18 may not be employed to drive a motor vehicle. When you turn 18 years of age, the provisional part of your license ends. You may continue to drive as an adult using your photo license, which will expire on your 5th birthday after the date you applied.

Well I don't know about Cali but as far as I know in Mississippi you can get a permit when you are 15 then you have to wait for 6 months before you can get your license so basically you can get your license and of are legal age to drive when you are 15&1/2. Also I know in many states the legal age is 16 or above. I kept hearing the same thing too but later found out that it was that some states were thinking about raising it but they didn't. They just put restrictions on the license for those under 18. (for ex: in MS, you can't drive after 10:00 p.m. on weekdays and 11:00 on weekends if you are under 18, i think)

16 in California you can get your permit
if you pass your DDC or Driving Class you will have a Lic to drive but with restrictions for 12 months.... After that 12 months you still have a few other restrictions. But you will have your lic by 17.
Texas 16 Still ... Hardship Lic is still open for 15 year olds that pass Driving Class.

most states do not give you a drivers license until you are 18 now. it is a probationary license until then. drivers under 18 years of age need sponsorship when issued an instruction permit or license-from Wisconsin dmv and i know California puts restrictions on driving if you are under 18, like not driving from midnight to 5am for example

ROFL he*ck* no.. the new law is 12 hrs driving with an instructor (+6 from what it used to be) and more hours driving with a parent. thats all.. they brought up making the legal driving age 18 but people got pissed and that went away pretty quickly.

something like that woulda been plastered all over the local news. some have talked about it, but that's where it stops..all talk, no action. based on how i've been seeing 16 and 17 yr olds drive lately, they should bump it up to 18.
in some countries, that is the min age....japan being 1 of those.

In the UK it is definately 17. My daughter had just turned 17 and has started her lessons. I queried the age thing before her birthday as i had heard the same. My daughters driving instructer said this rumour keeps going round, maybe one day it will be changed, but not at the moment. Safe driving.

It does vary from each state.
In nebraska, you can get your Provisional Operators Permit at 16. That means you can drive any time between 6am and 12am. If you don't get any tickets from 16-17, when you turn 17, you can get an actual license.

16 restricted (you have to have a permit for 30 days, you cannot drive at night, and you must have someone 20 or older with you)
18-unrestricted
EDIT: After reading my post, i realized it wasnt very clear.
To drive at night, you must have an adult in the car. But you do not need an adult to drive in the day
