You can use a firewall to "select" which programs have access to the Internet. ZoneAlarm has a useful, helpful program that will help you decide which program should or should not be granted access to the Internet.

You need to get some security procedures, pronto! You probably already have some, but check the list below.
First, get a security suite of software that includes anti-virus and a firewall. Set the security settings tight. I like McAfee. Norton and others are fine too. PC World and PC Magazine regularly review these and make recommendations.
Second, install a couple of different free spyware sweepers. My favorites are Ad-Aware and Spybot Search and destroy. You may have a key logger on your system sending the hacker you information. Hopefully these will root it out and delete it. Update them and use them both, as no one spyware tool gets everything. Spybot has the added advantage in that it will immunize your system for free too.
Third, add a router to your network. Your computer plugs into it and it plugs into your cable or DSL modem. It adds another firewall and another layer of protection. Routers are very cheap.
Fourth, set your browser settings tighter, including the privacy settings. Do this via the Tools and Internet Options menus if using MS Internet Explorer. While you are there, clear all your cookies and delete all temporary files.
After you've done these things, change all your passwords for things on your computer, as well as email and financial web sites. Make them hard to guess using upper and lower case letters, numbers and special characters when possible. Make them all different. Write them all down and keep them with you in your wallet.

Are you sure this is a hacker and not a virus or spyware? What has happened to make you think this? Buying a new PC will not stop someone from hacking into it, so give more explanation about exactly what is taking place and someone will be able to help you.

unplug pc from internet..turn off modem for 15 minutes

go to start..right click my computer

You need to scan your PC for spyware, trojans, keyloggers and viruses.
When you've done that, change all your passwords.
Contact your Internet Service Provider to see if they can help you track down the IP of the hacker and contact the Police.

compromised security is fatal. re-install windows (do not transfere files from your old unit) and re-do all passwords, accounts, etc. using INDUSTRIAL STRENGTH passphrase (not words); notify risked persons about your dilema and re-do all bank accounts, credit cards, etc. create an entirely new persona for these.
and most importantly: keep these maladjusted jerks off your comp'r in the first place! listen to 'security now' @ grc.com to get an understanding of what you're up against, and how to prevent intrusions. good luck.
